Install ufo-tools along with ufo-core

Description

It's probably a good idea to have the Python tools available when working with the framework. Thus, we should remove the ufo-tools repository and add the contents to the ufo-core distribution.

A first version but without the Numpy extension module has been integrated with ​5c00a98.
